In previous releases of Community, the the min value was hard-coded into the product. In release 8.0, both the min and max values are configurable.
Min represents the minimum number of abuse reports before an item can be considered abusive. That is, once the system receives #min reports, the scoring service take over and determines whether an item is abusive and should be hidden. The min# is not a guarantee, but a minimum "barrier to entry" to the process.
If an item has less than #min reports, it will never be considered abusive unless "Hide" is selected from th Abuse Management page. The #max is a guarantee that once you have that many reports against an item, it will be considered abusive and hidden, regardless of scoring. So in summary, below #min = never abusive, between #min and #max = scoring decides, above #max = always abusive.
