Can't access control panel from the main community area when logged in as administrator

OK, we've almost got this fixed.  We can't access the control panel from the main community screen when logged in as an administrator.  Earlier, we were told to do this by our consultants:

        In the database run the stored proc dbo.te_Plugins_Delete. And input the value 'Telligent.Evolution.Web.Utility.RestrictAdministratorLoginToIPModule, Telligent.Evolution.Api' for Type. Then restart the application pool and you should be able to get back in.  

Would this have removed our ability to access the control panel from the main community page?  If so, how do we get that back?
